Grants and reimbursements for AI training in Illinois
In shortIllinois has no grant written specifically for AI training, but Illinois employers can offset the cost: DCEO’s Employer Training Investment Program (ETIP) reimburses up to 50% of eligible training fees for full-time Illinois employees with pre-approval, the Chicago Cook Workforce Partnership funds incumbent-worker training, and free vendor courses can be bundled. Confirm availability before you book.

Which funding route fits your business
Start from your situation in the left column. Most Chicago small and mid-size businesses land on the first row.
| Your situation | Likely route | What to check first |
|---|---|---|
| Illinois business with two or more full-time Illinois employees to train | ETIP via DCEO, administered in Chicagoland by the Chicagoland Chamber of Commerce | Pre-approval before training starts; funds first come, first served; certificate of completion for workshops |
| Chicago or suburban Cook County employer; the training advances staff qualifications | Incumbent Worker Training through the Chicago Cook Workforce Partnership (WIOA) | Submit the Request Business Services form; reimbursement share is decided case by case |
| You employ USDOL-registered apprentices | Illinois Apprenticeship Education Expense Tax Credit | Only for a real registered apprenticeship; claimed on your Illinois return |
| Solo owner or a very small team, no budget yet | Illinois SBDC advising plus free vendor courses | Confidential one-on-one advising; free courses are self-study, not team training |
| Any team, any size | Bundle free vendor credentials into a paid workshop | Which credentials are current; they are proof of learning, not funding |
Cost context: a 2–3 hour hands-on workshop for up to about 15 people with us typically starts from about $2,500, so a 50% reimbursement is meaningful money. The full arithmetic, with third-party benchmarks, is in our guide to AI training cost in Chicago.
ETIP: the Employer Training Investment Program
The one most Illinois employers can use. Funded by the Illinois Department of Commerce and Economic Opportunity (DCEO); in the Chicago region, administered by the Chicagoland Chamber of Commerce.
| Funder | Illinois Department of Commerce and Economic Opportunity (DCEO) |
| Administrator, Chicago region | Chicagoland Chamber of Commerce · [email protected] |
| Administrator, manufacturers | Illinois Manufacturers’ Association (IMA); confirm current terms at ima-net.org |
| Reimbursement | “Up to 50% of the cost of eligible training,” paid quarterly |
| Who is eligible | Companies with a physical location in Illinois; Illinois-based, full-time employees only |
| Not eligible | Units of government, public schools, municipalities, park districts, forest preserves, libraries, water districts |
| Minimum trainees | “2 or more trainees in attendance” |
| Pre-approval | “Before conducting any training, you must submit a Training Pre-Approval Request” |
| Workshops | Conferences, workshops and seminars are excluded “unless certificate of completion is issued” |
| Eligible expenses | External training fees; internal instructor wages at actual hourly rate; instructional materials |
| Ineligible expenses | Travel, program development and planning, depreciable equipment, consulting fees |
| Funding | Limited; “first come, first served” until depleted; pre-approval does not guarantee reimbursement |
The current window and deadlines
The Chamber’s FAQ lists quarterly submission deadlines for training dated July 1, 2026 through June 30, 2027: October 15, 2026 for July–September 2026 training; January 10 for October–December 2026 training (the page prints “2026”, which appears to be a typo for 2027); April 10, 2027 for January–March 2027 training; and July 10, 2027 for April–June 2027 training, marked the final deadline for the current grant. Parts of the same page still describe the prior year’s term (July 1, 2025 – June 30, 2026), so confirm the window with the Chamber before you plan around it.
Does AI training count?
The Chamber’s list of eligible training types doesn’t name AI or software. It does include “new or changing technologies, processes, equipment, or product lines” and “technical workplace skill upgrades,” which is what a hands-on ChatGPT, Copilot or Claude workshop is. Awareness-style training, HR practices, strategic planning and orientation are ineligible, so a workshop should be framed and run as skills training on specific tools and tasks, with a certificate of completion for each attendee. Because consulting fees are excluded, a quote that mixes training with policy consulting should separate the two lines.
If pre-approved and all conditions are met, ETIP reimburses up to 50% of the eligible training fee after the quarter closes. We don’t publish worked dollar examples: approval is the Chamber’s decision and reimbursement is not guaranteed. Confirm eligibility and pre-approval before booking.
Chicago Cook Workforce Partnership: incumbent worker training
The federal WIOA route for employers in Chicago and suburban Cook County. Less documented than ETIP, but real money: approximately $257,000 reimbursed to employers in Program Year 2024.
| What it is | “IWT reimburses an employer for job-specific skills training provided to its existing employees.” |
| The test | “Funded training must positively and substantively affect the qualifications of the employee” for advancement in their field |
| Reimbursement share | Not published on the Partnership’s employer page; decided per project |
| How to start | “Request Business Services” form at chicookworks.org/employers · (708) 580-8686 |
| Office | 1 N. Dearborn St., Ste 750, Chicago, IL 60602 |
| Related | On-the-Job Training reimburses up to 50% of a new hire’s training wages and costs for the first six months or 1,040 hours |
When this fits: you are hiring or promoting into roles where AI skills are part of the job description, and you can show how the training moves someone up. When it doesn’t: a general “everyone learns ChatGPT” session with no link to advancement. Ask the Partnership’s business services team before assuming either way.
Illinois Apprenticeship Education Expense Tax Credit
Only relevant if you run or join a real apprenticeship. It is a tax credit against qualified education expenses, not a grant for workshops.
| Credit | $3,500 per eligible apprentice annually; an additional $1,500 if the apprentice lives in, or your business is located in, an underserved area |
| Who qualifies | Illinois taxpayer employing an Illinois resident, 16 or older, enrolled full-time in a U.S. Department of Labor registered apprenticeship program |
| How it works | Track qualified education expenses, apply to DCEO for certification, then claim the credit on your Illinois return |
| Status | Extended by the General Assembly to January 1, 2032 (35 ILCS 5/231) |
If you don’t already have registered apprentices, this isn’t the reason to start a program. If you do — in manufacturing, the trades or IT apprenticeships — AI tooling delivered as part of the related instruction may count toward qualified expenses. Confirm with DCEO and your accountant.
Free advising and free vendor courses
Not funding, but they lower the bill. SBDC advisers help you plan; vendor courses give your staff a credential a trainer can build on.
Illinois Small Business Development Centers
DCEO’s Illinois SBDC network offers confidential one-on-one business advice and management assistance, help with business and marketing plans, help accessing financing programs, and “access to business education and training opportunities,” through centers located throughout the state. Find your center through DCEO’s SBDC page or call the Business Information Center at 800-252-2923. An adviser can’t pay for your training, but they can tell you which local programs are funded this year and help you write the ETIP intake form.
Free vendor programs a trainer can bundle
| Program | What it is | Honest note |
|---|---|---|
| Microsoft Applied Skills | Free, lab-based assessments on Microsoft Learn that earn a Microsoft credential, including Copilot- and AI-related scenarios | The catalog moves: the “Prepare security and compliance to support Microsoft 365 Copilot” Applied Skill was retired on June 30, 2026. Check the current list before promising a specific credential. |
| Google AI Essentials | Self-paced course on Coursera, under 5 hours, with a certificate from Google | Not free: $49 per month after a 7-day free trial. Good general grounding; it is not role-specific and not team training. |
| OpenAI Academy | Courses, live and on-demand events, and communities, including tracks for knowledge workers and small businesses | Useful self-study and a sensible pre-read before a workshop. Treat its badges as learning records, not certifications. |
How we use them: we point attendees to the right free module before a workshop so the 2–3 hours in the room go to their own tasks, not to “what is a prompt.” The workshop itself is on the tools you own — the same approach described on our AI training for Chicago teams page and in our Microsoft Copilot guide.
How 312 helps with the paperwork
Reimbursement programs run on documents. We produce the ones a training provider is responsible for, in the form the administrators ask for.
- Certificate of completionissued to every attendee, with the course title, date and hours
- Agenda and learning outcomesa written agenda with dates and times for each session
- Attendance rosterwho attended which session, signed where required
- Itemized invoiceissued to your company, training fees separated from any consulting or travel
- Trainer informationwhat you need for a trainer pre-approval request if we are not already on the administrator’s list
- Timingwe won’t schedule the session until you have your pre-approval in hand
We are not stating here that we are an approved or pre-qualified provider for any program; the administrator decides what qualifies, and you submit the application. What we can promise is that the documents will be ready and correct. Ask us about ETIP paperwork on the first call and we’ll tell you honestly whether your plan looks like a fit.
Step-by-step timeline
Apply
Submit the ETIP intake form and a Training Pre-Approval Request with the agenda, dates, roster size and the provider’s quote, before any training happens.
Approval
The administrator responds; the Chamber’s FAQ says to allow about five days for a reply. Approval is not a guarantee of payment. Book the workshop dates only once you have it.
Train
Run the sessions as approved: same dates, same trainees, two or more in attendance. Certificates of completion are issued on the day.
Submit
Send the reimbursement packet — itemized invoice, proof of payment, roster, certificates — by the quarterly deadline for the quarter the training took place.
Reimbursement
Paid quarterly, up to 50% of eligible costs, subject to funds remaining. Keep copies of everything for your records.
Timelines are estimates and subject to change based on scope. Program steps follow the Chicagoland Chamber’s published ETIP process as of November 4, 2026.
Is there an Illinois grant specifically for AI training?
No. As of November 2026 we found no Illinois or Chicago grant written specifically for AI training at small and mid-size employers. The general route is ETIP, whose eligible training types include new or changing technologies and technical skill upgrades. DCEO's separate ETIP Strategic Sectors Single Company Grant lists Quantum Computing, AI, and Microelectronics first among its priority sectors, but it is a large competitive grant ($150,000 to $10,000,000 awards) for companies with an active REV, EDGE or MICRO agreement, not a small-business reimbursement.
Does ETIP cover a half-day AI workshop?
It can, if the conditions are met. The Chicagoland Chamber's ETIP FAQ lists conferences, workshops and seminars as ineligible unless a certificate of completion is issued, so the provider must issue certificates. The training also needs pre-approval before it starts, two or more trainees, Illinois-based full-time employees, and an itemized invoice to the company. Consulting fees and travel are not reimbursable. Whether a specific workshop qualifies is decided by the administrator, so confirm before booking.
Who administers ETIP?
The Illinois Department of Commerce and Economic Opportunity (DCEO) funds it. In the Chicago region it is administered by the Chicagoland Chamber of Commerce ([email protected]); the Illinois Manufacturers' Association also administers ETIP funds, mainly for manufacturers. Administrators and allocations can change each fiscal year, so check who is running the program before you apply.
Can we apply for ETIP after the training has happened?
No. The Chamber's FAQ says you must submit a Training Pre-Approval Request before conducting any training, and that submitting a request does not guarantee reimbursement. Funds are first come, first served until they run out. Build two to three weeks for approval into your schedule.
How much can we get back?
ETIP reimburses up to 50% of eligible training costs, paid quarterly after the training and the reimbursement packet are complete. On a $5,000 pair of workshops that is up to $2,500 back. The percentage is a ceiling, not a promise, and we found no published per-company cap; ask the administrator for the current terms.
Does the Chicago Cook Workforce Partnership pay for AI training?
It can fund incumbent worker training that is job-specific and positively and substantively affects the qualifications of the employee for advancement. Whether an AI workshop meets that test is a case-by-case decision. The Partnership does not publish a reimbursement percentage for incumbent worker training; in Program Year 2024 it reimbursed employers approximately $257,000 across incumbent worker training projects. Start with its Request Business Services form or call (708) 580-8686.
